Who we are

American Engineering is a land surveying and civil engineering firm based in Chico, California, organized as a California professional corporation. Licensed civil engineers and a licensed land surveyor sign the surveys, maps and plans it prepares.

Our services fall into four groups: land surveying, land development and mapping, civil engineering and site design, and stormwater and erosion control. Because surveying and design sit in one firm, a public project can run from the first survey to sealed plans and construction staking on the same survey control.

We have worked for the City of Chico and the City of Oroville. We have also worked on a project sponsored by the Butte County Resource Conservation District and on a Lassen National Forest project.   • Street and storm drain improvement plans: construction plans and technical specifications for streets, frontage, storm drains and sewer, with record drawings after construction where required.
  • Hydrology and culvert sizing: runoff, pipe and culvert sizing calculations for storm drains and stream crossings.
  • Grading and drainage design: finished grades, drainage, slopes and earthwork quantities on sealed sheets.
  • Rural road and stream-crossing design: culvert replacement plans for stream crossings on an unpaved road, and plans to relocate a road out of a wetland meadow, decommission the segment through the meadow and upgrade two other Forest Service roads, as on the Centerville Road and Humbug Summit Road projects.

Stormwater and erosion control

  • Erosion control plans: site-specific sheets, phasing and details for grading and building permits, and for road and stream-crossing work.
  • SWPPP preparation: a SWPPP signed by a Qualified SWPPP Developer (QSD), with risk level, drawings, monitoring program and SMARTS registration documents.
  • QSP inspection programs: weekly, monthly and storm-event inspections under the 2022 Construction General Permit, with photos, rain records and corrective actions. See SWPPP services and QSP programs.

Survey maps, records and legal descriptions are prepared by, or under the responsible charge of, a licensed land surveyor and signed and sealed (Bus. & Prof. Code §8761). Civil engineering plans and calculations are prepared by, or under the responsible charge of, a licensed civil engineer, who signs and seals them (§6735).

We do not locate buried utilities. Our topographic surveys show surface evidence such as manholes, valves and vaults; buried lines come from utility records, the operators' marks after an excavator's 811 notice (Gov. Code §§4216–4216.24), or a private locating firm.

The two permitting and approval codes describe the submittals and applications we prepare. The issuing agency decides every permit and approval.

How task orders and on-call work

Under an agency's on-call contract, or as a prime's subconsultant, each task order follows the same five steps.

  1. You send the request

    The task's location, scope and deliverables, the date you need them, and the standards that apply, with your insurance and contract requirements.

  2. We put the scope and schedule in writing

    For each task order, we write down the deliverables, schedule and assumptions, and list what we need from you, such as existing plans, title reports or site access.

  3. Notice to proceed

    Work starts when the agency or prime issues its notice to proceed.

  4. Deliverables and review

    We deliver signed and sealed maps, plans and calculations as PDF sheets, with CAD files for the design team, and answer review comments.

  5. Record drawings and filings

    After construction, we prepare record drawings where the task calls for them, and submit any corner record or record of survey the work requires to the county surveyor.
